Waterford 3 Emergency Planning Request for Approval on Emergency Operations Facility (EOF) Location

Dear Mr. Tedesco:

As you are well aware, our Nuclear Project Support Group Organization has grown significantly within the last several months. This growth has necessitated additional office space for this organization. We are pre-sently analyzing our facility needs to meet present and future demands.

Therefore, we are planning to enter into a lease agreement for a building 2

which has a minimum floor space of 6720 ft to house our Licensing and Technical Services Subgroups. This building, which is located approximately 25 miles from Waterford 3, could be used as our Emergency Operations Facility (see figure 1) and could serve as the EOF for at least four or five years.

This EOF location has the following significant advantages:

1) Eliminates a backup EOF (duplication of effort).
2) Facilitates ease of staffing EOF in a timely manner.
3) Provides for radiological analysis of environmental samples with minimum background interference.
4) Utilization of equipment and facilities on a daily basis to ensure operability.
5) Minimizes potential exposure of emergency support personnel.
6) Ease of access from nearby airports, corporate headquarters, O and emergency news center.  %

7) No interference from evacuation activities.
8) Centralized location around hotels, motels, restaurants, etc.

It should be noted that we have plans for having our Emergency Plan Exercise for NRC/ FEMA evaluation in June, 1982. We feel that the EOF could be ready by May, 1982 and request NRC approval of this facility by December 31, 1981.

It would be greatly appreciated if you could act on this request as soon as possible.
