Dear Mr. Tedesco:

As requested in the above reference letter, LP&L's estimate of the cost of delay for Waterford 3 is attached.

The estimate of the cost of replacement energy is based on our most recent fuel forecast for the year of 1983 considering a 3 month delay beyond our scheduled commercial operation date.

l The estimate of the capital expense is based on maintaining the plant in a completed condition for a period of 3 months beyond our current projected fuel load date and includes contractor's cost, LP&L's cost and AFUDC.

It should be recognized that the cost effects of such a delay can be signifi-cant once the participants in the project know that the completion requirement date has been extended. Moment.um of the work force is lost and the possibility exist that the project can be further delayed beyond the completion date due to the work forces loss of impetus to finish the project. Further, when the project is delayed there is an additional expecure to later regulatory require-ments which can further extend the project completion. These factors are alcost impossible to quantify and therefore are not included in the capital expense estimate, fo0I s i
