In order to adequately address the Waterford 3 capability of mitigating a station blackout event from both the procedural and training aspects it would be necessary for our training programs to be developed based upon approved station off-normal and emergency procedures.

Based upon our present fuel load schedule of October, 1982, it is not expected that the required procedures and therefore the subsequent train-ing programs will be completed within the required time frame of the referenced letter.

We, therefore, request a delay in completion from the stated six months to January 15, 1982. This will enable our staff to adequately address all of the necessary emergency procedures related to station' blackout events and to subsequently develop the necessary training programs.

Our planned facility procedures and training programs which will be developed or revised to cover this event will include but tot be limited to the following topics:

- Loss of AC Power

- Loss of Offsite Power

- Emergency Diesel Generator

- Normal and Emergency Lighting g i V9+i 1

- Reactor Coolant Pump Operation

- Cold License Training

- Replacement Training

- Requalification Training The above items will be completed and available for review by January 15, 1982, and will address all actions as requested by the referenced letter.
