- Subjects Waterford 3 SES Docket No. 50-382 License No. NPF-38 NRC Bulletin 88-10, Supplement 1 Centlement NRC Bulletin 88-10, Supplement 1, was issued August 3, 1989 to inform holders of operating licenses that based on a preliminary review of responses to NRC Bulletin 88-10, the NRC staff has determined that many responses did not satisfy provisions of the Bulletin. Consequently, additional actions may be necessary., NRC Bulletin 88-10 was issued to-request holders of operating licenses to provide reasonable assurance that molded-case circuit breakers (CBs) purchased for use in safety-related applicacions perform their safety function. In responding to this Bulletin, licensees requested positions on specific. issues that were not specifically addressed in the Bulletin. Consequently,-the NRC,provided clarification to those issues in this Supplement and requested licensees to

' perform the following actionst

1. ' Review written reports submitted to the NRC in accordance with Bulletin 88-10 and verify that the responses meet the provisions ar clarified by this Supplement.

2.- Prepare and retain documentation for possible audit that indicates that the actions requested have been performed.

Lp&L has reviewed'the written. reports submitted to the NRC (letters W3P89-0082 and W3P89-3091 dated April 3, 1989 and July , 1989 g.

respectively) within the timeframe specified in the Sy gement and has determined that Waterford 3 has addreesed the actions requested in the Bulletin and the NRC-Positions outlined in the Supplement. As described in the Supplement, a written report is not required to be submitted to the NRC if the licensee' confirms that the previous submittals are in compliance with the provisions of the Bulletin. However, this letter is being submitted ? inform the NRC of ongoing activities at Waterford 3 concerning non-conforming molded-case circuit breakers,

in addition, the NRC,-in Supplement i Position 4. requested licensees to '

,, assess the acceptability of-installed CBs, prior to the timeframe specified '

non-traceable CBs maintained as. stored spares. LP&L's assessment of I Position 4 of the Supplement is provided below: ,

.The three breakers identified above will be replaced upon the receipt of p replacement breakers. In accordance with the requirements of the Bulletin,

replaced. Should additional breakers be required to be included in LP&L's j p' . assessment of Position 4 of the Supplement due to additional information, LP&L will provide an update to this letter.  !

( Information acquired while performing actions for the Bulletin and the .i Supplement'w111 be documented and maintained for a period of five years in 5 accordance with the retention period specified in the Bulletin.
