PERFORMANCE APPRAISAL INSPECIIONS l

USNRC letter from Mr. Victor Stello, Jr. to Mr. J. M. Wyatt of LP&L dated December 4,1979

Dear Mr. Stello:

We have reviewed the performance appraisal program as presented in your December 4,1979 letter and have comments in three general areas.

First, we understand that a major portion of the management appraisal inspection is accomolished through interviews with all levels of personnel.

While we feel that this type of approach may have merit with regard to power reactors in operation, stere the work force is relatively stable, we do not feel that this would be a good approach for power reactors under construction where the turnover rate of the work force is generally high.

Interviews with construction personnel may simply serve as a convenient venting point for disgruntled employees and we feel that this would detract from the inspection process and decrease its effectiveness.

Second, we are concerned about that portion of the program having to do with evaluation of IE regional and resident inspection programs. There may be a tendency on the part of individual inspectors to be biased in favor of their own region's inspection programs. This we feel could decrease the objectivity of the inspection.

Third, with regard ' that portion of the program which deals with non-regulatory nspects, uP&L would welcome and appreciate comments in this area but does not feel that it would be appropriate to include comments of this nature in a document stich is distributed to the Public Document Room.
