SUMMARY

OF TELEPHONE CONFERENCE CALL HELD ON DECEMBER 23, 2009, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND FLORIDA POWER CORPORATION, CONCERNING APPLICANTS RESPONSE TO A REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Florida Power Corporation (the licensee or the applicant) held a telephone conference call on December 23, 2009 to discuss the licensees response to a request for additional information (RAI) concerning the Crystal River Unit 3 Nuclear Generating Plant (CR-3) license renewal application (LRA). The telephone conference call was useful in clarifying the licensees RAI response.

During the telephone conference call, the staff sought clarification on a response to an RAI provided in a letter dated October 13, 2009 (Agencywide Documents Access and Management Access Accession No. ML092890155). RAI B.2.30-1 requested more information on the inspection frequency of concrete structures inspected under the Structures Monitoring Program.

The staff sought clarification on what structures would be inspected at intervals greater than five years. The applicant stated that as detailed in the RAI response the structures that the inspection schedule is established so that degradation would be detected before the loss of function. The staff may consider issuing an additional RAI requesting the applicant to provide further detail on how the inspection frequency will be determined.

The staff also sought clarification on the applicants aging management of reactor vessel internals. The applicant stated that as per Commitment No. 1 in the LRA they will participate, evaluate and implement the results of the industry programs as applicable and by 24 months prior to entering the period of extended operation they will submit an inspection plan for reactor internals to the NRC for review and approval.
