SUMMARY

OF AUGUST 29, 2013, MEETING WITH DUKE ENERGY TO DISCUSS DECOMMISSIONING SUBMITTALS FOR CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT (TAC NO. MF2635)

On August 29,2013, the Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Duke Energy Florida, Inc., representing Florida Power Corporation (the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland (see notice at Agencywide Documents Access and Management System (ADAMS)

Accession No. ML13225A199). The meeting provided an opportunity for the licensee to discuss its plans for submittals to support the decommissioning of its Crystal River Unit 3 Nuclear Generating Plant. The licensee's presentation material may be accessed in ADAMS at Accession No. ML13238A307. The list of meeting attendees is enclosed.

The licensee covered the status of decommissioning activities to date, and discussed its planned permanently defueled (PD) accident analysis upon which upcoming submittals would be based. The licensee expects to submit a PD emergency plan, PD technical specifications, and PD security plan. The license also mentioned its proposed schedule for the submission of its Post Shutdown Decommissioning Activities Report.

The NRC staff asked questions throughout the presentation, and gave the following feedback:

  • For instances where the emergency plan staffing is proposed to be amended, the licensee should provide detailed analysis of the requested change with the application.

Additionally, if the licensee is not seeking an exemption from performing an on-shift staffing analysis, then the staffing analysis is to be included in the amended emergency plan.

  • For any proposed changes related to the timing of emergency classification and notification of offsite agencies, a detailed technical analysis should be provided as well as any past precedents.
  • The licensee asked about the predictability of NRC review durations. The NRC staff stated that it is our goal to review all licensing applications in a timely manner consistent with our obligations to the public, however, as stated in a letter to operating plant licensees dated June 13, 2013 (ADAMS Accession No. ML13151A377), the staff continues to assess and redefine priorities as a result of the recommendations resulting from the Fukushima Lessons Learned Task Force. As a result, some licensing action schedules may be impacted. To foster a common awareness of project schedule expectations, we will continue to maintain routine communications with licensees through the NRC project managers.
