SUMMARY

OF OCTOBER 3, 2002, MEETING REGARDING FUEL DESIGN CHANGES PLANNED FOR FALL 2003 REFUELING On October 3, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of Florida Power Corporation (doing business as Progress Energy) at the NRC Headquarters in Rockville, Maryland. The purpose of the meeting was to discuss proposed license amendment requests required before the fall 2003 outage.

The meeting was open to the public as stated in the meeting notice dated September 20, 2002.

The enclosure is a list of attendees. The accession number for the meeting handouts is ML032340703.

The meeting involved Framatome and focused on planned Crystal River Unit 3 (CR-3) fuel design-specific license amendments and a request for review of a Framatome topical report on cycle reload analyses that is referenced in the CR-3 Core Operating Limit Report.

The CR-3 reload analysis will require NRC approval of BAW-10241(P) "The BHTP [HTP Spacer Grid Design] DNB [Departure from Nucleate Boiling] Correlation With LYNXT [thermal hydraulic computer code] and BAW-10179(P), Revision 5, "Safety Criteria and Methodology for Acceptable Cycle Reload Analyses, which Framatome indicated would be submitted in December 2002.

Following a presentation of the need for the high thermal performance fuel design at CR-3, representatives from Progress Energy and Framatome described the proposed design. The planned topical report revision would include a discussion of the range of applicability and compare the new departure from nucleate boiling correlation to experimental measurements.

The fuel design, grid features, CR-3 fuel failure history, and industry experience were discussed. The schedule for submitting CR-3 Technical Specifications changes and exemptions needed for the fall 2003 outage was also discussed.

The NRC staff expressed their appreciation for the presentation. No regulatory decisions were made.
