SUMMARY

OF THE DECEMBER 9, 2004, MEETING WITH PROGRESS ENERGY TO DISCUSS FIRE PROTECTION INITIATIVES On December 9, 2004, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting at the NRC Headquarters in Rockville, Maryland with Progress Energy (PE). PEs purpose for this meeting was to update the NRC staff on their current corporate plans with regard to ongoing fire protection (FP) initiatives. This meeting was classified as a Category 1 meeting, which provided an opportunity for the public to communicate with the NRC after the business portion, but before the meeting was adjourned. The list of attendees is attached. The meeting handouts provided by PE have been placed in the Agencywide Documents Access and Management System (ADAMS Accession No. ML043640269).

PE is planning to address site-specific safe shutdown analysis issues and planning to incorporate the latest industry information regarding cable failure modes and probabilities into each plants safe shutdown analysis. The outcome expected from this initiative is to improve safety and to have a consistent approach for all sites operated by PE. PE is considering the use of forward-looking tools (risk analysis tools) as well.

The safe shutdown analysis methodology involves validating cable locations, flow paths, and equipment selection, and analysis of fire-affected equipment. After gathering this information PE plans to determine design strategies to handle risk-significant or non-compliant findings.

Special consideration is being focused on the NRC's circuit analysis efforts and the feasibility of manual actions.

PE discussed its methodology, and the NRC staff provided feedback on the analysis. The Harris plant is leading the effort, having completed validating flow path, equipment selection, and locating cables. Harris is expected to be completed in 2005, with Brunswick, Robinson, and Crystal River 3 being completed in 2006. Problem resolution and modifications are not included in this schedule.

PE plans to use fire-rated cable to meet 10 CFR 50, Appendix R, III.G.2 requirements (or NUREG-0800 equivalent commitments). PE has been performing cable testing and plans to submit exemptions and deviations where appropriate as a possible resolution to findings.

Nothing in the PE presentation was intended to be a commitment. The NRC staff and licensee briefly discussed other topics such as Manual Action Feasibility and PEs internal initiatives.

The NRC staff found the meeting beneficial and found PEs efforts proactive. PE expressed its appreciation of the NRC staffs comments and the opportunity to present their ongoing efforts to improve their FP programs. No followup actions were identified.
