SUMMARY

OF SEPTEMBER 14, 2007, MEETING WITH PROGRESS ENERGY FLORIDA, INC., TO DISCUSS POWER UPRATES AT CRYSTAL RIVER UNIT 3 (TAC NO. MD6750)

On September 14, 2007, the Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Florida Power Corporation, now doing business as Progress Energy Florida, Inc., at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss power uprates at Crystal River Unit 3. Enclosure 1 contains a list of attendees. The licensees slide presentation may be accessed from the NRCs Agencywide Documents Access and Management System using Accession No. ML080510384.

DISCUSSION The licensee requested the meeting to discuss the measurement uncertainty recapture (MUR) power uprate that was under review and an extended power uprate (EPU) that is planned for implementation in the 2011 refueling outage. The MUR would increase power level by 1.6 percent to 2609 megawatts thermal (MWt), and the EPU would increase power by an addition 15.7 percent (to 117 percent of current power level) to 3014 MWt.

With regard to the MUR, the licensee discussed the revision of the containment response analysis that was performed pursuant to Title 10 of the Code of Federal Regulations (10 CFR)

Section 50.59. The licensee had requested staff approval of the containment response in Revision 0 of the MUR application, and the NRC staff identified this as an item that could impact the review schedule. Revision 1 of the MUR application did not request staff approval of containment response analysis. The licensee stated that the analysis was updated to use a new, previously-approved methodology, and that credit was taken for additional containment heat sinks. These changes, performed under 10 CFR 50.59, demonstrated that the containment response remained acceptable under MUR conditions.

The licensee also discussed the testing and resulting uncertainty numbers associated with the Caldon Check-Plus Leading Edge Flowmeter (LEFM) System. The licensee stated that the testing described in Revision 1 to the MUR application had been completed, and the uncertainties were bounded by those assumed in the MUR application.

The licensee also addressed other issues associated with the MUR, as reflected in the slides in ML080460567. Of note was a discussion about the heat balance instrumentation and its impact on the plant technical specifications (TSs). The original instrumentation, including feedwater flow nozzles, would be retained for use in the event that the LEFM was unavailable. This also

provides the operators the ability to compare the instruments and assists in detecting problems.

Revised TSs were being developed to ensure the high-power trip setpoint was adjusted if the LEFM were unavailable.

For the EPU, the licensee discussed the balance of plant modifications to achieve the higher power level, and the new analyses that were underway. The licensee discussed several topics, shown in the slides, that will be the subject of future meetings and staff review.

No commitments or regulatory decisions were made by the NRC staff during the meeting.
