OF MEETING WITH FLORIDA POWER CORPORATIONREGARDING PLANNED CHANGES TO CRYSTAL RIVER NUCLEAR PLANT, UNIT 3 (TAC NO. MD4694)On April 23, 3007, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1public meeting with representatives of the Florida Power Corporation (FPC, the licensee), which is now doing business as Progress Energy Florida. The purpose of the meeting was to discuss the licensee's plans for power uprates and their integration with license renewal, steam generator (SG) replacement, and installation of an independent spent fuel storage installation (ISFSI) at Crystal River Nuclear Plant, Unit 3 (CR-3). Enclosed is a list of meeting attendees.
A copy of the licensee's slides is available in the Agencywide Documents Access and Management System (ADAMS) under Accession Number ML071990372.FPC first discussed its development of a new organization that is responsible for major projects. The new organization is responsible for the major modifications to CR-3 and also for new reactor construction activities at the Levy County site. The organization chart is on Slide 3. FPC described the major modifications that were planned for CR-3. FPC also discussed whichof those modifications required NRC review and which could be performed under Title 10 of the Code of Federal Regulations (10 CFR) Section 50.59 (e.g., balance of plant modifications) or10 CFR Part 72 (e.g., the ISFSI). The NRC staff and FPC briefly discussed the measurement uncertainty recapture power upratethat had been submitted on April 25, 2007. FPC stated that all of the licensing basis analyses were bounding but that the containment response analysis was revised to use a different methodology. The NRC staff indicated that the transition to a new methodology may be beyond the scope of changes that can be reviewed and approved within 6 months (in accordance with SECY 06-0136). The proposed extended power uprate (EPU) will be the first of a kind for a Babcock and Wilcoxreactor. The licensee indicated that the primary system had significant margin to accommodate the uprate, but the balance of plant (BOP) required extensive renovation. Most of the BOP modifications will be installed one cycle before the EPU for business reasons. Also, the BOP modifications will increase the plant efficiency, such that CR-3 would gain approximately 40 megawatts electric. The replacement SGs, which will also be installed one cycle before the EPU, will be designed for EPU power levels. The NRC staff noted that even though the SGs and BOP are designed for the higher power level, the licensee must address the potential for flow-induced vibration and, in particular, acoustic effects in the steam lines. Operating experience with boiling-water reactors has demonstrated that the acoustic effects of high steam flow rates can be significant. FPC and the NRC staff also discussed the planned license renewal application (LRA).The licensee has received renewed operating licenses for Brunswick and Robinson, and the NRC staff's review for Harris is ongoing. With respect to the major modifications that will coincide with the staff's review of the CR-3 LRA (e.g., the SG replacement and BOP modifications), the licensee plans to update the LRA under the provisions of 10 CFR 54.37(b). The NRC staff and FPC discussed how the proposed changes would be reviewed. The NRCstaff expressed concern about the overlap of the various reviews, particularly the EPU and LRA. The NRC staff stated that all applications must be submitted in such a way that they can be reviewed independently of the other applications. An exception to this is the environmental considerations. For each required environmental review, the NRC staff reviews the proposed change with due consideration of all reasonably foreseeable changes to a facility (e.g., the list of major projects described in the presentation slides).
