COMPLETION OF REACTOR OVERSIGHT PROGRAM (ROP)

BASELINE INSPECTIONS FOR THE EXTENDED SHUTDOWN OF CRYSTAL RIVER UNIT 3 IN THE CALENDAR YEAR 2010.

Crystal River Unit 3 was shutdown on September 26, 2009, for a scheduled steam generator (SG) replacement refueling outage (R16). SG replacement activities were completed in January 2010. However, the unit remained shut down and defueled in order to repair damage to the containment found during creation of the temporary containment opening. Containment repairs are currently scheduled to be completed in the third quarter of 2010, but the repair schedule has experienced significant delays in the past six months, and may experience additional delays in the future. As a result, due to the extended No Mode condition, with all fuel off loaded to the spent fuel pool, there will be a limited number of available samples and opportunities to apply several ROP baseline inspection procedures (IP) in calendar year 2010. However, Region II has determined that the objectives of the ROP baseline inspection program will be met for Crystal River Unit 3 in 2010.

In accordance with Manual Chapter 2515, Approval by the Director, Division of Inspection &

Regional Support (DIRS), NRR, is required when the inspection requirements in an inspectable area cannot be met. Manual Chapter 2515 also states, The sample size may be reduced to a number below the minimum value in situations where there are an insufficient number of samples with appropriate risk significance available for inspection (e.g., a reduction of sample size to zero, if necessary, when no samples exist).

The enclosed table specifies the inspection procedures for which the minimum number of inspection samples, will very likely not be completed in CY 2010 because of a reduced number of risk significant samples and/or there were no opportunities to apply the procedure. The remainder of the ROP baseline inspections is expected to be fully completed. Additionally, during CY 2010, team inspections have been completed in Operator Licensing (IP 71111.11B),

Problem Identification and Resolution (IP 71152B), and Component Design Bases Inspection (IP 71111.21). Also, a Special Inspection is in progress to review the causes and corrective actions related to structural flaws in the containment building. Finally, the Steam Generator Replacement Inspection (IP 50001), which includes inspection of repairs to the temporary containment opening is ongoing.

Brown 2 The substantial effort devoted to these inspections and resultant thorough review of various aspects of the licensees engineering, training, maintenance, and corrective actions programs provides confidence that the intent of the ROP baseline has been completed. This confidence, and the allowance by Manual Chapter 2515 to reduce baseline inspection sample sizes below the minimum when required, leads Region II to conclude that the objectives of the 2010 ROP Baseline Inspection Program will be met for Crystal River Unit 3.
