APPROVAL OF REACTOR OVERSIGHT PROGRAM REDUCED SAMPLE SIZE FOR CRYSTAL RIVER UNIT 3 IN CALENDER YEAR 2010 By your memorandum dated August 5, 2010, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102170331), Region II discusses that there is a limited number of available samples and opportunities at Crystal River Unit 3 to apply several Reactor Oversight Program (ROP) baseline inspection procedures in calendar year 2010. As discussed in your memorandum, approval by the Director, Division of Inspection and Regional Support, Nuclear Reactor Regulation (NRR), is required when the inspection requirements in an inspectable area cannot be met.

Your memorandum also discusses that a thorough review of the various aspects of the licensees engineering, training, maintenance, and corrective actions programs provides confidence that the intent of the ROP baseline has been completed and that the objectives of the 2010 ROP Baseline Inspection Program will be met for Crystal River Unit 3. As a result, this memorandum acknowledges and approves the reduced ROP baseline sample size for Crystal River Unit 3 in calendar year 2010.
