OF TELEPHOI\IE CONFERENCE CALL HELD ON NOVEMBER 22, 2010, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND FLORIDA POWER CORPORATION, CONCERNING DRAFT REQUEST FOR INFORMATION RELATED TO THE CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Florida Power Corporation (FPC, the applicant) held a telephone conference call on November 22,2010, to discuss the Crystal River Unit 3 Nuclear Generating Plant license renewal application (LRA). Specifically, the staff sought clarification on the applicant's proposed leak before break (LBB) time-limited aging analysis (TLAA).

LRA Section 4.3.4 states that the assessment of reduction of fracture toughness by thermal aging of cast austenitic stainless steel (CASS) is not considered a TLAA for the LBB analysis.

The staff issued request for additional information (RAI) 4.3.4-1 on August 21, 2009, requesting the applicant clarify how the assessment is not a TLAA. The applicant responded that the original assessment referenced in the LRA concluded that it was unnecessary to further consider the effects of thermal aging on material properties of CASSo The staff was unsure how the applicant's response addressed the definition of a TLAA in 10 CFR Part 54. The applicant agreed that the analysis should be considered a TLAA and would provide a supplement to the LRA to address.

The enclosure provides a listing of the participants.

The applicant had an opportunity to comment on this summary.
