SUBJECT:

PUBLIC MEETING SUMMARY - CATEGORY ONE REGULATORY CONFERENCE MEETING-CRYSTAL RIVER NUCLEAR PLANT, DOCKET NO. 50-302

Dear Mr. Young:

This refers to the meeting conducted at your request at the Region II Office in Atlanta, Georgia on July 22, 2005. The purpose of the Regulatory Conference was to discuss the risk significance of the inspection finding documented in Inspection Report No. 05000302/2005007.

This finding involved unprotected post-fire safes shutdown cables and related non-feasible local manual operator action, and was preliminarily characterized as greater than very low safety significance (Green) finding. Enclosed are a list of attendees and the presentation handout.

Your staff presented an overview of recent NRC Triennial Fire Protection Inspection findings at your facility, root causes, and corrective actions. Additionally, your staff provided information regarding the plant response to a postulated fire scenario and a Probabilistic Safety Assessment. The meeting was informative and did not result in any decisions. However, you agreed to provide NRC with additional information and assessment regarding this issue. NRC will review the information and will inform you with results of our assessment.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Should you have any questions concerning this meeting, please contact me at (404) 562-4669.

Sincerely,

/RA/

D. Charles Payne, Chief Engineering Branch 2 Division of Reactor Safety Docket No.: 50-302 License No.: DPR-7
