SUMMARY

OF JANUARY 16, 2014, MEETING WITH THE PUBLIC ON THE CRYSTAL RIVER UNIT 3 POST-SHUTDOWN DECOMMISSIONING ACTIVITIES REPORT (TAC NO. MF3210).

On January 16, 2014, a Category 3 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and the public in the vicinity of Crystal River Unit 3 Nuclear Generating Plant (CR3). The purpose of the meeting was to discuss Duke Energy Florida, Inc.'s (DEF, the licensee) Post-Shutdown Decommissioning Activity report (PSDAR) and provide the public an opportunity to ask questions about the decommissioning process and comment on the PSDAR. The meeting notice and agenda, dated December 18, 2013, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession. No. ML13350A400. There were about 25 members of the public, 7 licensee representatives, a local member of the Senator M. Rubio staff, and the local member of the Florida State House of Representatives. In addition, attending were 3 reporters from the local newspapers, including the Tampa Bay Times. DEF representatives did not participate in the meeting, but the representatives were available for public questions after the meeting.

The NRC staff began the meeting by presenting information about the decommissioning process (NRC presentation material can be found at ADAMS Accession No. ML14024A263).

The NRC staff then' opened the meeting to the general public to ask questions about the decommissioning process and to comment on the licensee's PSDAR. Public comments centered on the adequacy of the decommissioning fund, spent fuel management funds, and the burden of the cost of the decommissioning on the public/ratepayers. All members of the public who wanted to provide a comment were given the opportunity to speak. The meeting was transcribed so that the NRC staff could consider the public's comments as part of its review of the PSDAR. A copy of the transcript can be found 1at ADAMS Accession No. ML14034A023.

The NRC staff also created a version that corrects errors in the transcript found during the NRC staff's review of the document. The edited version, which includes the NRC staff's redlines and strikeouts, can be found at ML14034A024. The meeting was closed around 9:1 0 PM with the NRC staff leaving the facility at 9:30 PM.

During the meeting, the NRC staff requested that the public provide the staff feedback on the meeting using Public Meeting Feedback forms. To date, no forms have been received.

The NRC staff will consider comments from the public during the staff's review of the PSDAR.
