, EMERGENCY PLAN EVALUATION EXERCISE EXERCISE OBJECTIVES & GUIDELINES As a result of coordination between Northern States Power and the Minnesota Division of Emergency Services and Department of Health, guidelines have been developed for the conduct of the exercise scheduled to be conducted on February 23, 1983 which reflects capabilities of the various participating organizations to meet the objectives set forth below:

A. Exercise Objectives

1. For the NSP (Licensee) Emergency Response Organization:
a. Demonstrate proficiency in classifying the emergency condition (s).

b.

Demonstrate efficient notification and the effectiveness of the alerting procedures and methods.

c. Demonstrate reliable and effective use of emergency communications equipment, procedures and methods.
d. Demonstrate the physical adequacy of the various NSP emergency response facilities for individual member working space and communications usage, e.

Demonstrate the ability of the NSP Emergency Response Organization to maintain command control throughout the exercise.

f.

Demonstrate precise and clear transfer of responsibilities from the Onsite Emergency Organization to the Corporate Emergency Response Organization.

g.

Demonstrate the ability of the NSP Emergency Response Organization to proficiently integrate its activities with those of other participating emergency response organizations (County and State).

h. Demonstrate the primary functional responsibilities and/or problem solving capabilities of the NSP Emergency Response Organization throughout the exercise.
i. Demonstrate the ability to perform radiological and environmental monitoring and assessments, and offsite dose assessment projec-tions necessary for advance warning to local, State, and Federal agencies, and to the general public.
j. Demonstrate protective measures considered, determined and used to protect station personnel and the general public.
k. Demonstrate capability to evaluate and produce public information releases in the best interests of all concerned.

2. For the various offsite emergency response organizations (NSP, County, and State).

, a. Demonstrate thc implementing of emergency action levels consistent with the Licensee's emergency classification scheme.

b. Demonstrate that participating organizations can alert, notify, and mobilize emergency response personnel to respond to the o emergency in a timely fashion.
c. Demonstrate the existence of adequate emergency response facili-ties and equipment throughout the exercise.

d. Demonstrate adequate communications between all designated emergency response facilities and field activities.
c. Demonstrate that State radiation protection staffs can effectively communicate appropriate data to the State Emergency Operations Centers (EOC).
f. Demonstrate that State radiation control staffs can assess the accident and make appropriate recommendations to the decision-makers at the State Emergency Operations Centers (EOC).
g. Demonstrate that decisions can be made with regard to the Protec-tive Action Guidelines (PAG's) for both the plume and ingestion exposure pathway emergency planning zones (EPZ).
h. Demonstrate support from responsible elected or appointed public officials regarding plan familiarity, conduct of operations, and decision-making.
i. Demonstrate the simulated activation of the National Oceanic &

Atmospheric Administration (NOAA), Emergency Broadcast System (EBS), and the siren system, if appropriate (see B.10 and B.ll).

j. Demonstrate that all participating local and State jurisdictions l and NSP can coordinate all information yeleases to the media and the general public at the Joint Public Information Center (JPIC) and local county press rooms.

j k. Demonstrate that the various emergency response organizations can coordinate protective measures and actions with the general public (e.g. , warning notices and recommendations for protective measures for plume and ingestion exposure pathway EPZ).

1. Demonstrate the ability to perform post-accident environmental sampling and assessments necessary for the safe management of the affected sectors.

m. Demonstrate that local jurisdictions can provide control of access to restricted areas and effectively perform a coordinated evacua-tion, if appropriate.
n. Deconstrate that the various emergency response organizations effectively utilize outside support agencies and authorities where local capabilities are exceeded.

, o. Demonstrate the effective functioning of the Emergency Response Organization during the re-entry and recovery phase.

I B. Exercise Guidelines To define the "entent of play" by the exercise participants and meet the exercise objectives, the following exercise guidelines have been 1 developed:

1. The exercise will be conducted on February 23, 1983. Since exercise participants will not possess prior knowledge of the exercise start time, all personnel should follow their normal routines for that day.
2. The exercise will commence with a postulated plant condition necessi-i tating escalation through at least three (3) emergency action levels including the General Emergency.

3. The postulated accident conditions will result in a simulated radio-logical release which necessitates the consideration of the PAG's for the general public. Simulated meteorological conditions will be varied on a limited scale during the exercise.
4. This exercise may include sheltering and/or evacuation to a reception and care facility as required by the Scenario. In-processing, moni-toring, and, if necessary, decontamination of evacuees may be conducted. Once completed, the evacuees would be released.

5. If required by the exercise scenario, highway barricade material shall be deployed to selected positions in accordance with plan directives; however, highways shall not be closed. Once the traffic control l points have been established and demonstration of plan directives l complete, the personnel should be allowed to return to their normal work routine.
6. Exercise participants will perform, as appropriate, radiological monitoring, dose assessment, ingestion pathway sampling, and in plant /

out plant post-accident sampling activities.

In plant post-accident sampling may include sample analysis of reactor coolant, containment atmosphere, reactor building vent, or stack effluents as appropriate.

Out plant sampling includes environmental sampling, transportation of i samples, and analysis.

7. State and NSP radiological monitoring field teams will be dispatched for the purpose of testing response '.ime, communications, and monitor-ing and sampling procedures. The field teams will gather sample media and route such samples to the appropriate laboratory facilities for analysis.

Each NSP radiological monitoring field team will be accompanied by a controller / evaluator team throughout the exercise. The NSP field team will rendezvous with its controller / evaluator team at the loca-tion at which it obtains its emergency kits.

NOTE: The Prairie Island Plant survey teams will come with their controllers on the day of the exercise. They will meet drivers at the Monticello E0F.

8. All onsite and offsite emergency response facilities, including the State and E0C's, will be manned and perform their prescribed functions.
9. The Joint Public Information Center (JPIC) located at the Minnesota State Capitol in St. Paul, MN will be manned and perform its pre-scribed functions. Members of the press in the Twin Cities area will be identified and invited to participate in the exercise. Simalated releases will be prepared by Minnesota Public Infor-mation Officers and NSP Communications Department and will be released at the JPIC.

Spokespersons from NSP and Minnesota DES will be present. In addi-tion, there will be exercise press releases issued at Sherburne and Wright County's Press Rooms. Exercise press releases may be made to the public.

10. As appropriate, Emergency Broadcast Station (EBS) announcements should be prepared and passed to the appropriate stations, but not released to the general public.
11. As appropriate, procedures for the activation of the PANS will be demonstrated up to but not including siren activation. This includes message preparation for the NOAA and EBS networks but no transmission of alert signal nor instructional message. In addition to simulate mobile alerting, public safety vehicles will traverse at least one sector in the 5-10 mile zone.

l l 12. The postulated accident conditions may warrant the assembly and l evacuation of non-essential site personnel. If required by the exercise scenario, the site emergency alarm should be sounded and personnel assembled. Ilowever, once onsite assembly and accountability procedures have been completed, non participating personnel should be allowed to return to their normal work stations. Procedures for the evacuation of non-essential site personnel should be simulated.

13. Participation by NSP onsite personnel airectly involved in responding to an emergency shall be carried out to the fullest extent possible, including the deployment of radiological monitoring teams, Laergency Radiological Environmental Monitoring Program (EREMP), emergency maintenance teams, and other emergency workers. If the scenario requires, post-accident environmental surveys and monitoring may be performed including simulated sampling as appropriate.
14. If required by the exercise scenario, alternate means of accessing the plant shall merely be simulated and not actually implemented.

However, onsite security personnel should exercise their procedures for restricting normal access to the site without actually redirecting incoming and outgoing personnel.

agencies, as identified in the Minnesota Radiological Emergency Response Plan, will participate in a full-scale capacity.

c. State of Minnesota - Division of Emergency Services and l supporting agencies, as identified in the Minnesota l Radiological Emergency Response Plan, will participate in a full-scale capacity.

Active participation in the drill will only be required of the above-listed organizations. If the exercise scenario requires that any other organizations and/or officials be contacted, they shall be contacted for the purpose of checking communications only. All other Federal responses to an emergency, including those of the Interagency Radiological Assistance Plan of the Department of Energy, shall be simulated through FEMA or NRC personnel stationed in Chicago or Bethesda, as appropriate.

No other live or simulated events are currently intended for use in the exercise.
