No. 23 Containment Fan Coil Unit - Inoperable.

This report was initiated by Incident Reports82-134 and 82-136.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 100% - Unit Load 1150 MWe.

DESCRIPTION OF OCCURRENCE:

On May 27, 1982, during routine surveillance, the Control Room Operator discovered that the service water flow to No. 23 Containment Fan Coil Unit (CFCU) was less than required by the Technical Specifications. No. 21 CFCU had been inoperable since 1450 hours0.0168 days <br />0.403 hours <br />0.0024 weeks <br />5.51725e-4 months <br />,-May 26, 1982, with a motor cooler service water leak (see LER 82-039/0lT) . Consequently, when No. 23 CFCU was declared inoperable at 1600 hours0.0185 days <br />0.444 hours <br />0.00265 weeks <br />6.088e-4 months <br />, May 27, 1982, Action Statement 3. 6. 2. 3.b was entered.

This' occurrence constituted operation in a degraded mode in accordance with Technical Specification 6.9.J.9.b.

, DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The low service water flow to No. 23 CFCU resulted from American oysters plugging the 23SW57 valve tube bundle.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.6.2.3.b requires:

An investiga~ tion is being conducted into the problem of oysters in the Service Water System. A commitment to submit a Supplemental Report was made in similar LER 82-041/03L.
