Subject: Report No. 50-302/81-23 This refers to the routine safety inspection conducted by Mr. T. Stetka, of this office on October 24 - December 2,1981, of activities authorized by NRC Operating License No. DPR-72 for the Crystal River facility. Our preliminary findings were discussed with Mr. D. Poole and other members of your staff at the conclusion of the inspectio Areas examined during the inspection and our findings are discussed in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector During this inspection it was found that certain activities under your license appear to violate NRC requirement These items and references to pertinent requirements are listed in the Notice of Violation enclosed herewith as Appendix A. With regard to violation B, corrective actions to prevent recurrence were completed prior to conclusion of this inspection; therefore, a reply is not requested for this ite Elements to be included in your response are delineated in Appendix '

During the inspection it was found that certain activities under your license appeared to deviate fran commitments and have safety significance. This item identified in the Notice of Deviation enclosed herewith as Appendix B. Please provide us in writing within 30 days of your receipt of this letter your comments including a description of corrective actions that have been or will be taken, corrective actions which will be taken to avoid further deviations and the date your corrective actions were or will be canpleted.
