Dear Mr. Cowan:
By [[letter::3F0998-11, Forwards LAR 238 to License DPR-72,correcting RCS Leakage Detection Capability of RB Atmosphere Gaseous Radioactivity Monitor Described in ITS Bases & FSAR|letter dated September 30,1998]], Florid's Power Corporation (FPC) informed us of clarifications needed relating to the time necessaiy to start Control Complex Chillers at Crystal River Unit 3 after a loss of offsite power. The Safety: Evaluation (SE) for Amendment No.163 7 indicated that the chillers would be started and be providing cooling within 'one hour, which was :
consistent'with the originallicense change request. Subsequent to the initial FPC submittal, FPC determined that starting the chillers within 80 minutes and providing cooling within 90 minutes
" was acceptable.
We have determined that ihese changes to the chiiler starting times do not alter the conclusion in ;
. the SE supporting Amendment No.,163 to the Crystal River Unit 3 technical specifications.
