EVALUATION OF THIRD 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM REQUESTS FOR RELIEF FOR CRYSTAL RIVER 3 (TAC NO. MA1642)

Dear Mr. Cowan:

The U.S. Nuclear Regulatory Commission (NRC) staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL) has reviewed and evaluated the information provided by Florida Power Corporation (FPC) in its letter dated April 18,1998, and revised November 30,1998, regarding its third 10-year interval inservice inspection program plan and associated requests for relief for Crystal River Unit 3. Additional information was provided in a letter dated May 12,1999.

In May 1999, the NRC approved for general use, by reference in Regulatory Guide (RG) 1.147, Revision 12, certain Code Cases approved by the American Society of Mechanical Engineers (ASME). Requests for Relief 98-005-il,98-001-PT,98-002-PT and 98-003-PT requested authonzstum for Code Cases covered by RG 1.147, Revision 12, and thus do not require further NRC authorization. FPC must follow the conditions, if any, specified in the RG for these Code Cases.

The staff has concluded that the proposed attematives contained in Requests for Relief 98-001-11, 98-004-II, 98-008-11, 98-009-11, 98-010-II, and 98-005-PT, provide an acceptable level of l quality and safety. Therefore, the proposed attematives contained in Requests for Relief 98-001-11,98-004-II,98-008-11,98-009-il,98-010-II, and 98-005-PT are authorized pursuant to

I 10 CFR 50.55a(s)(3)(i). 4g The staff has also concluded that certain Code requirements contained in Requests for Relief 98-002-II,98-003-11, and 98-001-SS would result in hardship without a compensating increase in the level of quality and safety. The alternatives contained in Requests for Relief 98-002-II, 98-003-11, and 98-001-SS are authorized pursuant to 10 CFR 50.55a(s)(3)(ii).

Request for Relief 98-007-ll was withdrawn by FPC letter dated May 12,1999. Requests for' Relief 98-006-1l and 98-004-PT are hereby denied by th, staff.
