PROPOSED EMERGENCY ACTION LEVEL CHANGES FOR CRYSTAL RIVER UNIT 3 (TAC NO. MA2231)

Dear Mr. Cowan:

By letter dated June 10,1998, Florida Power Corporation (FPC) submitted proposed changes to three emergency action levels (EALs) for the Crystal River Unit 3 plant. In this letter it was stated that the proposed changes were based upon an extensive review of the current EALs and NRC inspector comments contained in inspection Report 50302/97-17. It was further stated that the proposed EALs remain in accordance with guidance of NUREG-0654/ FEMA-REP-1 and were designed to improve consistency in the EAL scheme, decrease the possibility

of misinterpretations, and reduce excessive conservatism. It was also stated that the changes do not decrease the effectiveness of the Radiological Emergency Response Plan per 10 CFR 50.54 (q).

Emergency Management in a meeting held on February 11,1998. NRC staff held a telephone conference with members of your staff on October 21,1998, to clarify certain issues concoming these proposed changes.
