Dear Mr. Cowan:

This is to inform you that the U.S. Nuclear Regulatory Commission's Office of Nuclear Reactor Regulation (NRR) reorganized effective March 28,1999 (see enclosed organization chart). As part of this reorganization, the Division of Licensing Project Management (DLPM) was created.

The Director of DLPM has four Project Directors reporting to him, each responsible for the power reactors in one specific Region. The Project Director for Region IV is also responsible for plants that are being decommissioned. Each Project Director has two Section Chiefs who are responsible for approximately half the power reactors in the Project Directorate (the Project Director for Region IV has three Section Chiefs, one of which is responsible for decommissioning).

The Section Chief's responsibilities include ensuring tha't licensing actions and activities are of consistent quality and are timely, and for the supervision of the Project Managers for those power plants within the Section's scope of responsibility. The Section Chief is also the first level of NRR management contact for any operational, enforcement, or licensing issue. The Section Chief for Crystal River Nuclear Plant is Sheri R. Peterson and can be reached at (301) 415-2024. As the Project Director for your facility, I am responsible for management oversight of headquarters licensing issues for plants in your Region. Project Directors have specific responsibility for action on Notices 'of Enforcement Discretion, based on the appropriate Section Chief's recommendations. Your Project Manager, Len Wiens, remains your primary contact for all routine licensing and administrative matters. If you have any questions concerning the reorganization, please call Len Wiens at_(301) 41g-1495.
