By letters dated October 8,1996 and February 28,1997, Florida Power Corporation (FPC) provided responses to a Nuclear Regulatory Commission (NRC) Request for Additional 1
Information concerning a postulated failure of a Reactor Coolant Pump (RCP) seal area heat exchanger which could cause an overpressurization of the Nuclear Services Closed Cycle Cooling system. This issue was originally identified by a Service Water System Self-Assessment inspection conducted by the NRC on July 10-14,1995 (Inspection Report No. 50-302/95-15).
In your responses, you provided information on the design of the systems, indications and alarms which would alert operators to a malfunction in the system, procedural guidance which would guide operators in the mitigation of a potential failure of the system, risk significance based on Probabilistic Safety Analysis, and other information concerning the inspection and operation of the system which led to your determination that an RCP seal area heat exchanger loss-of-coolant accident was a non-risk-significant event.
Based on the information provided in your letters, an in-depth study of potential system modifications to improve system reliability is not warranted. Therefore, NRC staff review of this L issue for Crystal River Unit 3 is closed. FPC's cooperation in providing the information for NRC review and closure of this issue is appreciated.
