By letters dated April 17,.1989, and March 30, 1990, you submitted your responses to the Station Blackout Rule. The responses were reviewed by the staff and by our contractor, SAIC. Enclosed is our Safety Evaluatica of your responses.

Also included as Attachment I to the enclosure is SAIC's Technical Evaluation Report of your responses.

Based on our review of your responses and the information gathered during the site audit we conducted last year, we find that Crystal River is not in confor.

mance with the Station Blackout Rule and that a revised response should be submitted within 60 days of the date of this letter. The specific items of non.conformance, along with the staff's recommendations for resolving them, are documented in the enclosed Safety Evaluation. If you have any questions, please contact me.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than 10 respondents; therefore, OMB clearance is not required pursuant to P.L. 96 511.
