Dear Mr. Cowan:

By letters dated April 15 and November 24,1993, February 9, October 31, and December 20,

- 1994, January 6, March 28, May 17, July 6, August 8, September 22, September 26, December 21,1995, September 27,1996, January 29 and July 26,1997, and April 10,1998, Florida Power Corporation (FPC) responded to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17,1992, and follow-up requests for additional information dated October 21 and December 22,1993, September 23 and December 28,1994, and April 7

' and May 12,1995, in regard to Thermo-Lag 330-1 fire barriers installed at Crystal River Unit 3 J

(CR-3).

. The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your letters. The FPC

responses stated that the Thermo-Lag resolution strategy for CR-3 consisted of four major activities: (1) Reanalysis activities to identify means of reducing reliance on Thermo-Lag fire i

barriers either by analysis or plant modifications; (2) Identification of any installed g

configurations that were fror 3-hour fire rated barriers and configurations that could, with i

. minor upgrades, be' qualified as 1-or 3-hour fire rated barriers; (3) Use of Mecatiss as an overlay material to Thermo-Lag or as a replacement fire barrier material; and (4) Identification of Thermo Lag configurations that were acceptable either "as is" or that would be acceptable with additional fire protection features.. This last activity would provida lustification for any f

necessary exemption requests. These activities were scheduled to be corm lated by June 30, 9 2000. The staff issued a Confirmatory Order Modifying License on May 21,1998 confirming FPC's commitment for the schedule to complete implementation of Thermo-Lag 330-1 fire

' barriers corrective actions.- On the basis of its review, the staff has determined that FPC has 1

provided the information requested in GL 92-08 and the actions tracked by TAC No. M85541 are complete.

- Please advise the staff in writing if you change resolution plans described in your submittals.

Include the basis for the changes. In addition, in accordance with GL 92-08, please adv;se the staff in writing when the actions described in your subr'nittals have been implemented.

GL 92-08 provides the Office of Management and Budget clearance for this information request.
