NRC INSPECTION REPORT NO. 50-302/99-04

Dear Mr. Cowan:

This refers to the inspection conducted on May 23 through July 3,1999, at the Crystal River

facility. The enclosed report presents the results of this inspection.

During the inspection period, yuur conduct of activities at the Crystal River facility was generally

characterized by safety-conscious operation,s, including well coordinated responses to emergent

equipment issues.

Based on the results of the inspection, the NRC has determined that one violation of NRC

requirements occurred. This violation is being treated as a Non-Cited Violation (NCV),

consistent with Appendix C of the Enforcement Policy. The NCV is described in the subject

inspection report. If you contest the violation or severity level of the NCV, you should provide a

response within 30 days of the date of this inspection report, with the basis for your denial, to the

Nuclear Regulatory Commission, ARN: Document Control Desk, Washington DC 20555-0001,

with copies to the Regional Administrator, Region ll, the Resident inspector at your facility, and

the Director, Office of Enforcement, United States Nuclear Regulatory Commission,

In accordance with 10 CFR 2.790 of the NRC's Rules of Practice," a copy of this letter and its
