CRYSTAL RIVER UNIT 3. TECHNICAL SPECIFICAT'Ori CHANGE REQUEST NO. 170, PRESSURE / TEMPERATURE LIMITS REPORT (TAC NO. '4374)
By letter dated July 26, 1989, as revised October 31, 1989, you submitted Technical Specification Change Request No. 170, which proposed removing fluence dependent pressure / temperature limits from the Technical Specifications and relocating them to a Pressure / Temperature Limits Report. This issue has been a subject of discussion at several meetings between the staff and industry in connection with the Ter.hnical Specification Improvement Program. The current staff position is that a'.though the fluence-dependent limits may be-removed from the Technical Specificacions, they must still be revbed and approved by the staff before they con be implemented. solution can be worked out within the framework of the Technical Specification Improvement Program. When an acceptable solution to this point of contention has been reached, we will re-initiate action on your request, or your submittal may be revised, and a new TAC will be opened at that time.
