Dear Mr. Cowan:

By letter dated August 19,1997, Florida Power Corporation'(FPC) requested temporary

. relief from the American Society of Mechanical Engineers (ASME) Code,Section XI requirements to repair ASME Class 3 Nuclear Service and Decay Heat Sea Water System 1

Piping. Included with this submittal was the engineering evaluation of the flaw, which showed that the structuralintegrity of the piping'was adequate for continued plant operation. The staff's evaluation and conclusions related to the FPC regt.est a e contained in the enclosed Safety Evaluation. Prior to the cornpletion of proceetir.ginis request, Crystal River Unit 3 entered a refueling outage, which eliminated th e conditk n that necessitated the request for relief.
