NRC INSPECTION REPORT NO. 50-302/90-17-

This refers to the Nuclear - Regulatory --Commission's (NRC) inspection of your

Fitness for Duty Program,

required by 10 CFR Part 26,

conducted by

Eugene McPeek, Office of Nuclear Reactor Regulation, William Tobin and

David Thompson, Region II, on May 1-3,

1990.

At the conclusion of- the

inspection, the results.were discussed at an exit meeting with those' members of

your staff identified in the enclosed inspection report.

The inspection consisted of selective examinations of your Drug and Alcohol,

Abuse Policies, corporate and site implementation procedures, chemical testing-

program, interviews with employees and contractors, . observation of your site

Medical Facility and review of pertinent records and reports.

Within the- scope of this inspection, two Non-cited Violations were identified.

Accordingly, those corrective measures you are taking to assure the randomness

of your chemical testing program and to improve your reporting of chemical test

results to the NRC will be reviewed by Region II in future inspections.

As discussed in the enclosed report, we are pleased to note various strengths

in your program; training of employees and supervisors, professionalism of

personnel at your Medical Facility, and the effectiveness of your quality

assurance audit program.

In accordance with Section 2.790 of the NRC's " Rule of Practice "Part 2,
