l 97.LOSURE1 NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-424 and 50-425 Vogtle Units 1 and 2 License Nos. NPF-68 and NPi-81 During the Nuclear Regulatory Comission (NRC) inspection conducted on March 31 - May 18, 1990, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy ano Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below.

Technical Specification 6.7.la requires that written procedures be established, implemented, and maintained covering activities delineated in Appendix A of Regulatory Guide 1.33, Revision 2. February 1978.

Regulatory Guide 1.33, Revision 2, February 1978, delineates the types of safety related activities that should be covered by written procedures and includes procedures for startup, operation, shutdown, and procedures +

for perfoming maintenance.

Engineering Procedure 54840-1-1-90-2, " Installation And Removal Instructions For The RCS Temporary Level Indication Tygon Tube And The Defeat Of The Residual Heat Removal Suction Valve Auto Closure Interlock,"

Revision 1 requires that the tygon tube routing does not have any kinks, bends, or other irregularities which could cause incorrect readings and that the tube has a continuous slope to the extent practical to prevent entrapment cf air.

Contrary to the above, on April 8,1990, the licensee failed to follow Engineering Procedure 54840-1-1-90-2 by allowing an air bubble to develop in the RCS tygon tube level indicator which caused indicated RCS level to read approximately 8 feet higher than actual RCS level.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby I required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region 11 and a copy to the NRC Resident Inspector, Vogtle, within 30 days of the date of the letter transmitting this i Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include [for each violation]: (1) admission or denial of the violation, (2) the reason for the violation if admitted (3) the corrective l steps which have been taken and the results achieved, 4) the corrective steps which will be taken to avoid further violations, and 5) the date when full 901113o122 poog 4 ADOCK 090004;4

Where good cause is shown, consideration will be given to extending the response time, if an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
