SUBJECT: NOTICE OF V10LA110N (INSPECTIONREPORTNOS. 50-424/90-10AND50-425/90-10)

This refers to the Nuclear Regulatory Comission (NRC) inspection conducted by Messrs.,J. F. Rogge, R. F. Aiello and R. D. Starkey on March 31 - May 18,1990.
The inspection included a review of activities authorized for your Vogtle facility.
At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.
Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.
The inspection findings indicate that certain activities violated NRC requirements.
While this violation meets the criteria of Section V.G.1 of the NRC Enforcement Policy, it is being cited.
This is due to the potential severity of the incident and the fact that the plant staff did not exhibit the proper sensitivity to risk management when entering a mid-loop condition. The violation, references to pertinent requirements, and elements to be included in

your response;are presented in the enclosed Notice of Violation,

in accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosure will be placed in the NRC Public Document Room.
The response directed by this letter and the enclosures are not subject to the clearance procedures of the Office of Management and Budget issued under the Paperwork Reduction Act of 1980. PL 96-511.
