This refers to the special safety inspection conducted by Mr. J. F. Smith of 4

this office on June 5 through August 2, 1990, of activities at the Quad Cities-
Station, Units 1 and 2,. authorized by NRC Operating Licenses No. DPR-29 and No.
DPR-30 and to the discussion of our findings with Mr. R. L. Bax and others of 1
your_ staff at the conclusion of the-inspection. j
.- The enclosed copy of our inspection report identifies areas examined during 1
the inspection. The inspection was performed to investigate the validity:of :i
c ar allegation concerning. Emergency Diesel Generator cooling water pumps.
a- Within:these areas,:the inspection consisted of a selective exar.:ination of-
procedures and repre'sentative records, observations, and interviews with -

We are releasing this report at this time for your information. The apparent J
violation, described in Paragraph 2.b.(1) of this report, is being. reviewed !
for' potential enforcement action. An upcoming enforcement conference will be
held in the Region 111 office with you and other members of your staff. You ,i
y .will be notified by separate correspondence _of our decision;regarding _

b enforcement action. No written response is required until you are notified ot - :
the proposed enforcement action. j
