Gentlemen:

SUBJECT: REPORT NOS. 50-259/87-34, 50-260/87-34, AND 50-296/87-34

Thank you for your response of' November 25, 1987, to our Notice of Violation

issued on October 16, 1987, concerning activities conducted at your Browns

Ferry facility. We have evaluated your response and found that it meets the

requirements of 10 CFR 2.201. We will examine the implementation of your

corrective actions during future inspections.

In our letter of October 16, 1987, we discussed an oral commitment made by a

licensee representative concerning establishing a professional development plan

for the newly appointed Technical Section Supervisor with the Site Radiological

Control Group. Your response indicated that you had not intended to make an

oral commitment concerning a formal management. development program for this

individual. During the inspection, the inspector and plant management

discussed the individual's lack of health physics experience related to

commercial nuclear power and the need for the licensee to provide 'e

individual with a better understanding of the radiological control proL ems at

nuclear plants. The commitment was to develop a plan to enhance the

individual's knowledge of radiological control at commercial nuclear plants,

rather than to establish a formal management development program for this

individual.

The professional development plan for the Technical Section Supervisor was

discussed in a telephone conversation on December 17, 1987 between Allen W.

Sorrell, Browns Ferry Site Radiological Control Manager and Charles M. Hosey, of

the Region II Office. The NRC believes that the training and work assignments

of the individual which have been completed or are planned are appropriate to

develop the understanding he needs to effectively function as the Technical

Section Supervisor.
