SUBJECT: NRC INSPECTION REPORT NO. 50-260/89-21
This. letter forwards a' report on the.results of our third inspection of the
-
Browns Ferry Nuclear Plan +, Unit 2 (BFN-2) Seismic Design-Program conducted
at the' Stone & Webster. Engineering Corporation (SWEC) office-in Cherry Hill,.
New~ Jersey on January 23'and 24, 1989.. Three open items (CSG-14,' CSG-23, and
-CSG-26)previouslyidentified,in'NRCInspectionReport(IR).50-260/88-38 dated.
April 19.-1989 in- the. design areas of amplified response spectra generation,
,
drywell platforms, and electrical conduit and supports were reviewed during,
ithis inspection. At the conclusion of this inspection, the status of the-
initial 32 issues identified in IR 50-260/88-38 is as follows.

50-260/88-38,:4 of the 32 items' were closed. 'In IR 50-260/88-39, 6 additional

items were closed.
In this inspection (IRL50-260/89-21). 2. items were closed.
Thus, 20 of the 32 items remain open.
Closure of all 32 items is required
prior to the restart' of BFN-2. The staff will review the' resolutions of the
remaining- 20 open items' in a final inspection to be. conducted upon completion
of.these items by TVA.
.In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code' of Federal Regulations, a copy of this letter and its
enclosure will' be placed in the NRC Public Document Room.
