Dear Mr. Scalice:

By letter dated March 26,1999, the Tennessee Valley Authority requested relief from the American Society of Mechanical Enginesrs Boiler and Pressure Vessel Code,Section XI (the Code) requirements. The request for relief, No. 3-IS1-7, pertains to the Second 10-Year ,

Interval inservice inspection for the Browns Ferry Nuclear Plant, Unit 3. 1 staff has reviewed the request for relief.

By letter dated March 26,1999, the Tennessee Valley Authority requested relief from the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI(the Code) requirements. The request for relief, No. 3-IS1-7, pertains to the Second 10-Year Interval inservice inspection for the Browns Ferry Nuclear Plant, Unit 3.

The U.S. Nuclear Regulatory Comm;ssion (NRC) staff has reviewed the request for relief.

Based on its review, the NRC staff has determined that the Code requirements are impractical, and relief is authorized pursuant to Title 10 of the Code of Federal Reaulations, Section

50.55a(g)(6)(i). This relief from the Code requirements will not endanger life, property, or the common defense and security, and is otherwise in the public interest, giving due consideration to the burden upon the licensee that could result if the requirements were imposed. The enclosed Safety Evaluation documento our review.
