On August 17,1995, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter
{
(GL) 95-07, " Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate l
Valves," requesting licensees take actions to ensure that safety-related power-operated gate valves that are susceptible to pressure lccking or thermal binding are capable of performing their sefaty functions.
in a letter of February 13,1996, the Tennessee Valley Authority (TVA) submitted its 180-day response to GL 95-07 for Browns Ferry Nuclear Plant, Units 2 and 3. In additional letters dated March 15,1996, July 30,1996, and February 19,1999, TVA provided additional information. The NRC staff has reviewed these submittals and determined that TVA has adequately addressed the actions requested in GL 95-07. The staff's safety evaluation is attached.-
This completes the staff's efforts on TAC Nos. M93437 and M93438. TAC No. 93436 will remain open consistent with your commitment to evaluate the GL 95-07 requirements for Unit 1 prior to restart. If you have any questions regarding this issue, please contact me at l.
