BROWNS FERRY NUCLEAR PLANT, UNITS 1,2 AND 3 - COMPLETION OF l EFFORT AND CLOSURE OF TAC NOS. MA0516, MA0517, AND MA0518

Dear Mr. Scalice:

l By letter dated December 30,1997, Tennessee Valley Authority (TVA) submitted an application l for an amendment to the Browns Ferry Nuclear Plant (BFN), Units 1,2 and 3, Custom Technical l Specifications (CTS) to remove an identified non-conservatism conceming the number of i residual heat removal system service water (RHRSW) pumps required for multi-unit operation. ,

This change also proposed to reduce the number of RHRSW pumps required to be operable l after a unit has been in the cold shutdown condition for more thin 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. Notice of consideration of issuance of this amendment was published in the FederalRegisteron l February 11,1998 (63 FR 6999). j On July 14,1998, the U.S. Nuclear Regulatory Commission (NRC or the staff) issued l Amendment Nos. 234,253, and 212 to Facility Operating License Nos. DPR-33, DPR-52, and l DPR-69 for BFN, Units 1,2, and 3, respectively, which approved conversion of CTS to improved Technical Specifications (ITS). These license amendments also approved your December 30, 1997 proposed CTS change relating to the RHRSW pumps operation. Subsequently, by letter i dated September 18,1998, TVA informed the staff that it no longer required staff action on the l December 30,1997 application for CTS change relating to RHRSW pump operation. Thus your December 30,1997 application is considered withdrawn, and our review effort under technical assignment control (TAC) Nos. MA0516, MA0517, and MA0518 is considered complete and the TACs are closed.

The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to l Facility Operating License with the Office of the Federal Register for publication. l Sincerely l
