BROWNS FERRY NUCLEAR PLANT (BFN)- BOEING ROCKET MOTOR MANUFACTURING FACILITY (TAC NOS. M3422, M3423, AND M3424)
Dear Mr. Scalice:
By letter dated November 20,1998, Tennessee Valley Authority (TVA) responded to the U.S.
Nuclear Regulatory Commission's request for information dated September 18,1998, regarding a Boeing rocket booster manufacturing facility being constructed in Decatur, Alabama. The plant is being built in an industrial area slightly outside the 5-mile radius, south-southeast from the Browns Ferry Nuclear Plant (BFN).
TVA's letter indicated that the plant will manufacture the common booster core module for an expendable launch vehicle. The manufacturing process would involve machining and joining of aluminum plates into large fuel tanks. The industrial chemicals that would be used in the manufacturing process for aluminum cleaning and anodizing pose no unusual hazard considering the distance of the plant from BFN. The fuel tanks will be shipped by barge past BFN in a defueled condition. TVA believes that the barge shipment of the tanks does not present any unusual chemical release or explosion hazard. TVA's letter also indicated that its emergency planning program has accounted for evacuation or sheltering of the rocket plant employees in the event of a radiological event at BFN and the Alabama Emergency Management Agency has found the BFN emergency program to be acceptable.
On the basis above, the staff has no unique emergency planning concems relating to the proximity of the Boeing facility to BFN. Technical assignment control (TAC) Nos. MA3422, MA3423, and MA3424 are hereby closed.
