- This refers- to .the Nuclear Regulatory Commission (NRC) inspection conducted by
D. R. Carpenter on December 8 - 31,-1988; The inspection included a review of
- activities authorized for your Browns Ferry facility. At'the conclusion of the.
inspection, the findings were discussed with those members of your staff
identified.in the enclosed inspection report.
- Areas- examined during the inspection included conduct of plant operations,
management control over plant activities, and the- work control process. The
'

inspection concluded that licensee activities were adequate to support Unit-2
fuel load.
The inspection; findings indicate certain activities appeared to violate NRC-
requirements. The violations included failure'to establish an approved admini-
strative procedure for the control of equipment and failure to follow proce-
dures for independent verification.
The violations, references to pertinent
requirements, cnd elements to be included in your response are described in the
enclosed Notice of Violation.
Your response to the first violation -should
,
- include your actions ;to correct deficiencies in the configuration control
program as discussed in paragraph 5 of the inspection report details.
-,
In addition, the enclosed Inspection Report identifies activities that
appeared to ' violate NRC requirements but are not cited; therefore, no
response'is required for these items.
Please note the unresolved item identified in paragraph 5 of the inspection
.,
report. This matter will .be pursued during future inspections.
In'accordance with Section 2.790 of the NRC's " Rules of Practice," Part
2, Title 10, Code of Federal Regulations, a copy of this letter and its
enclosures will be placed in the NRC Public Document Room.
The rerponses directed by this letter and the enclosures are not subject to the
clearance procedures of the Office of Management and Budget issued under the
Paperwork Reduction Act of 1980, PL 96-511.
