BROWNS FERRY NUCLEAR PLANT UNIT 3 REACTOR VESSEL MATERIAL SURVEILLANCE PROGRAM (TAC NO. MA5403)

Dear Mr. Scalice:

I By letter dated April 30,1999, TVA submitted a proposed revision to the Browns Ferry Unit 3 l (BFN-3) material surveillance program. BFN-3 originally had three material surveillance capsules installed. The first capsule was removed during the Cycle 8 refueling outage but was not analyzed. Your proposed change is to return the removed capsule to the vessel during the upcoming refueling outage and designate it as a spare, and revise the schedule for the next (first) capsule withdrawal from 8 effective full-power year (EFPY) to 18 EFPY. The second capsule would be withdrawn at a future, as yet undetermined, time.

U.S. Nuclear Regulatory Commission prior approval of surveillance capaule withdrawal schedule changes is required pursuant to Title 10, Code of Federal Reaulations (10 CFR), Part 50, Appendix H, Section Ill.B.3. We have reviewed your application and determined that the proposed withdrawal and testing schedules of the first and third capsules of the BFN-3 reactor pressure vessel surveillance program are in accardance with the recommendations of the ASTM E 185-82 Code. You indicated in your application that you will determine the withdrawal and testing schedule for the second capsule after obtaining the test results from the first capsule. If you determine that the second capsule will be withdrawn in accordance with the withdrawal and testing recommendations of the ASTM E 185-82 Code, further staff approvalis not required.

Our safety evaluation is attached. This completes action for TAC No. MA5403. If you have any questions regarding this issue, please contact me at 301-415-3026.
