BROWNS FERRY REQUALIFICATION EXAMINATION REPORT 260/0L-89-01 l The NRC administered examinations during the weeks of July 10 and July 17, 1989, to employees of your company who currently hold licenses to operate the Browns Ferry Nuclear Plant. At the '.onclusion of the site visit, prelimirery findings were discussed with those members of your staff identified in tna Examination Report, Enclosure 1.

A table summarizing the examination results for each examined individual is provided in Enclosure 2. Comments made by your training staff concerning the accuracy of some of the answers to questions in the written examination are contained in Enclosure 3. Copies of the written examinations and answer keys are included in this report as Enclosure 4.

l A Requalification Program Evaluation is included as Enclosure 5. This Evaluation Report finds that the Browns Ferry Program continues to be unsatisfactory, based upon the performance of the licensed operators on this, and previously administered, examinations. A subsequent evaluation will be conducted prior to the restart of the Browns Ferry plant.

Your attention-is invited to information in the Requalification Evaluation Report which describes the NRC concerns over operator performance and exam administration. These concerns have been discussed with your training staff, both during the examination development process and during the observation visit conducted during the week of August 14, 1989. Any further questions concerning these matters can be addressed during the management meeting to be held at the Region II Offices in September.

A Simulation Facility Fidelity Report is provided in this report as Enclosure 6.

In accordance with 10 CFR 2.790(a), a copy of this letter and Enclosures 1, 3, 4, 5, and 6 will be placed in the NRC's Public Document Room. Enclosure 2 is l exempt from public disclosure pursuant to 10 CFR 2.790(a) and will not be sent to the Public Document Room.
