Tennessee Valley Authority 6N 38A Lookout Place 1101 Market Street Chattanooga, Tennessee 37402-2801 Dear Mr. Kingsley: SUBJECT: NRC INSPECTION REPORT NO. 50-260/89-31 This letter forwards a report on the results of a special inspection of the Browns Ferry Nuclear Plant Unit 2 (BFN-2) Seismic Design Program conducted by the NRC staff'at Bechtel Power Corporation's (BPC) office in San Francisco, California, at General Electric Company's (GE) office in San Jose, California, dnd at NRC's office in. Rockville, Maryland, from April 26 through June 28, 1989. The three design areas reviewed during this inspection period involved: (1) the seismic analysis of tY reactor building including the reactor pressure vessel (RPV), RPV support, and RPV internals, (2) the procedures for transfer- ring the seismic loads from BPC to GE, and (3) the evaluation of the primary components of the nuclear steam supply system. During this inspection, three open issues as documented in the conclusion of the enclosed Inspection Report were identified. Among these three open issues, .the concern of the dynamic model of the RPV including internals and supports which incorrectly assumed the existence of seismic restraints at the lower end of the control rod drive housings was classified as an Unresolved Item (URI 89-31-01). The staff recognizes that corrective action for resolving this URI is being taken by TVA. However, due to the significance of this finding, it is being reviewed for potential enforcement action. You will be notified by separate correspondence'of our decision regarding this matter. In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2 Title 10, Code of Federal Regulations, a copy of this letter and its enclosure will be placed in the NRC Public Dacument Room.
