This letter forwards the results of a special inspection of TVA's IE Bulletin

.

79-14/79-02 program for the Browns Ferry Unit 2 facility conducted at Stone and

' Webster's Cherry Hill, New Jersey office between January 23 and February 3, 1

'

1989. The inspection team. reviewed design criteria documents, implementing 1

procedures and calculations associated with TVA's IE Bulletin 79-14/79-02

program to generate calculations for' safety related piping at' Browns Ferry

s

,

!

Unit 2.

The items identified during the inspection, along with the. status

.of the resolution of the items, are sumarized in Appendix A of the inspection

report.

For most' items. TVA's corrective actions have, been defined during the

inspection.or during subsequent follow-up meetings with the NRC staff on

February.17, 1989 and March 14, 1989. Although the corrective actions for

these. items have been agreed to between TVA and the staff, these items are

. identified as open until the agreed on corrective actions are complete and

reviewed by the staff.

In the meeting on-February 17, 1989 the staff expressed its concern that.TVA

has made little progress in correcting the past deficiencies that have been

identified with piping and supports at the Browns Ferry Unit 2 facility. We

are also concerned with TVA's inability to adhere to design criteria, past

comitments, or results from other independent review efforts in the civil

engineering discipline. We feel that strong management attention in the civil

engineering area is necessary to ensure TVA's comitments are met and necessary

,

corrective actionr. are implemented in a timely fashion.

At an April 27, 1989

'

meeting, the Browns Ferry Site Director described changes in this subject area

which, if implemented aggressively over a sustained period, should go far to

remedy this situation.
