Dear Mr. Kingsley:
SUBJECT: NRC INSPECTION REPORT NO. 50-260/89-29 This letter forwards a report on the results of our fourth inspection of the Browns Ferry Nuclear Plant Unit 2 (BFN-2) Seismic Design Program conducted at the Browns Ferry Nuclear Plant site, Decatur, Alabama on February 20-24, 1989. Nineteen open items previously identified in NRC Inspection Report (IR)
50-260/88-38 dated April 19, 1989 and two additional issues (thermal expansion of steel structures outside the drywell and evaluation of conduit systems with unictrut supports) were reviewed during this inspection. At the conclusion of this inspection, 9 out of the 21 items reviewed remain open. The status of all items is summarized in Appendix 3 to the attached inspection report.
Closure of the remairiing open items is required prior to BFN-2 restart. The

staff will review the resolutions of these open items in a final inspection to be conducted in late fall of this year.
