Dear Mr. Kingsley:

SUBJECT: REPORT NOS. 50-259/88-21, 50-260/88-21, AND 50-296/88-21

We have evaluated your response of November 23, 1988, to our Notice of

Viniation (NOV) issued on October 25, 1988, concerning activities conducted at

your Browns Ferry facility. Your response to the NOV states that your failure

to meet timeliness requirements for the review of potentially generic

Condition Adverse to Quality Reports (CAQRs) resulted from procedures not

taking into account the effects of other (non-Browns Ferry) organizations not

meeting time limits on their activities, and you are therefore revising

corrective action procedures SDSP 3.7 and SDSP 3.13 such that the time limit

for review of potentially generic CAQRs is based on the date the CAQR is

received by BFN rather than the date the CAQR was initiated. These corrective

actions do not appear to adequately address the NQAM requirement for the CAQRs

to be addressed by the potentially affected organization within 70 calendar

days from the origination of the CAQR. Please provide a revised response,

within 30 days of the date of this letter, which describes corrective actions

to be assure timely completion of the entire process of reviewing potentially

generic CAQRs.

Thank you also for your response to the Unresolved Item (URI) 88-21-01,

Administrative Control of High Radiation Area Door Keys as Required by T5

6.8.3.2. We will examine your actions in regard to this issue during future

inspections.
