NRC INSPECTION REPORT N0. 50-260/89-36
This letter forwards the results of a special inspection of TVA's small bore
piping and instrument tubing programs for the Browns Ferry Unit 2 facility
conducted at the Browns Ferry site between August 28 and September 1,1989.
The review included implementing procedures, calculations and technical audits
associated with TVA's programs to generate calculations to qualify small bore
piping and instrument tubing for Browns Ferry Unit 2 restart. The open items
identified during the inspection are summarized in Appendix A of this report.
The most significant issue discussed during the inspection was the size of the
rigorous analysis sample for the snall bore piping program. TVA had originally
committed to rigorously analyze approximately ten percent of the program scope.
However, additional piping within the program scope was identified during the
Design Baseline Verification Program implementation'. This resulted in a
rigorous analysis sample of less than ten percent. During this inspection, TVA
agreed to increase the sample size to meet the ten percent commitment. The
proposed increase in the sample size was considered adequate by the staff and
the item remains open pending TVA's confirmation of the commitment.

The response directed by this letter and its enclosure are not subject to the
clearance procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, PL 96-511.
In accordance with 10 CFR 2.790 (a), a copy of this letter and its enclosure
