Dear Mr. Wadley:

j Section S3.b.(1) of Inspection Report No. 50-263/98005(DRS), dated April 3,1998, identified an unresolved item in reference to search of material entering the protected area. The security staff had implemented procedures in which some materials within containers, which had been !

searched within the protected area and sealed with a security seal when leaving the protected !

area, did not have to be searched again when it reentered the protected area. The security plan does not identify such containers as an " exempt category" of material from being searched when entering the protected area.

This issue has been reviewed and evaluated by the NRC. We concluded that the sealed containers constitute a category of material exempted from search prior to entenng the protected area. The Monticello Station security plan does not currently address these containers or the practices implemented to assure that prohibited items (firearms, explosives, and incendiary devices or other items which could be used for radiological sabotage) are not introduced into the protect area within such sealed containers. l Our review showed that this change should be made to your security plan and reported in accordance with 10 CFR 50.54(p). The adequacy of the measures will be reviewed when the j security plan revision is received.
