Dear Mr. Rodriguez:

By letter dated February 28, 1985, as supplementad November 7, 1985, you requested an exemption from Subsection III.L of Appendix R to 10 CFR 50 to the extent that it requires the capability to achieve cold shutdown in 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
. We have completed our review of your request and have granted the requested exemption as discussed in the enclosed Exemption (Enclosure 1). A copy of the Exemption is being filed with the Office of the Federal Register for publication.

In our January 10, 1983, letter, we denied your requested exemption from the requirements of 10 CFR 50, Appendix R, Section III.G.2, for safe shutdown capability as applied to the control and computer room. Subsequently, by letters dated November 30, 1983, April 5, 1985, July 12, 1985, September 27, 1985, and October 30, 1985, you submitted the design of a proposed alternate shutdown capability for the control and computer room, control and computer corridor and the auxiliary building roof (where essential control room heating, ventilating and air canditioning equipment is located). Based on the information you submitted and allowing for the 72-hour cold shutdown exemption as stated above, the alternate shutdown capability for the computer i and control room, computer and control room corridor, and the auxiliary building roof area is in accordance with the " iteria of Appendix R, Subsections III.G.3 and III.L, and is, theref e, acceptable. Our Safety Evaluation (SE) is enclosed (Enclosure 2) fr your information.

Sincerely, aca10 .uL sIcum 3r JCCi F. Sl%P >
