7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION SACRAMENTO MUNICIPAL UTILITY DISTRICT DOCKET NO. 50-312 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering 1
issuance of an exemption from certain reouirements of Appendix 0 to 10 CFR 50 to Sacramento Municipal Utility District (the licensee) for the Rancho Seco Nuclear Generating Station located in Sacramento County, California.
ENVIRONMENTAL ASSESSMENT 1
Identification of Proposed Action: The exenption would relax the requirement of Subsection III.L.1 of Appendix R to 10 CFR 50 that alternative or dedicated shutdown capability be able to achieve cold shutdown conditions within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. The exemption would extend the time to reach cold shutdown to 205 hours0.00237 days <br />0.0569 hours <br />3.38955e-4 weeks <br />7.80025e-5 months <br /> under natural circulation conditions when offsite power is not evailable. When offsite power is available, cooldown could be accomplished within the 72-hour interval.
The exemption is responsive to the licensee's application for exemption from this requirement dated February 28, 1985, as supplemented by letter dated November 7, 1985. The remainder of the items in the licensee's application for exemption are being handled separately.
The Need for the Proposed Action:
The proposed exemption is needed because the existing design features relating to these fire protection items are the 9603030121 g6 M b 2 PDR ADOCK PDR F
7550 01 most practical method for meeting the intent of Appendix R to 10 CFR 50 and strict literal compliance would not enhance significantly fire protection capability at the facility.
Environmental Impact of the Proposed Action: The proposed exemption will provide a degree of fire protection equivalent to that required by Appendix R to 10 CFR 50 such that there is no increase in the risk from fires at the facility. The probability of fires is not increased and post-fire radiological ri,sk is not greater than determined previously and the proposed exemption does not otherwise affect plant radioactive effluents. Therefore, the Commission concludes that there are no significant radiological environmental impacts associated with this exemption.
The proposed exemption involves design features located entirely within the restricted area as defined in 10 CFR 20.
It does not affect plant nonradioactive effluents and has no other environmental impact. Therefore, the Commission concludes that there are no significant nonradiological impacts associated with the proposed exemption.
Alternative Use of Resources: This action does not involve the use of resources not previously considered in the Final Environmental Statement (construction permit and operating license) for the Rancho Seco Nuclear Generating Station.
Agencies and Persons Consulted:
The Commission's staff reviewed the licensee's request. The staff did not consult other agencies or persons.
FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental irpact statement for the proposed action.
7590-01 Based on the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the cuality of the human environment.
